      The change_streams_pre_images_replica_sets_kill_secondary_jscore_passthrough suites do not execute the common CleanEveryN hook that is in charge of cleaning the cluster after each test execution.

      To mitigate this problem we need to introduce CleanEveryN hook with a special flag: skip_fixture_restart to true, as otherwise CleanEveryN will cause server to hang due to a failpoint set by the PeriodicKillSecondaries hook
