Reduce execution time of jstests/ssl_x509/initial_sync1_x509.js test

      Currently, the test that is contributing to the longest pole in evergreen developer patches is jstests/ssl_x509/initial_sync1_x509.js. This test takes around 20 min to run (honeycomb stats, patch example).

      The goal of this ticket is to investigate why the test is taking so long and reduce its execution time to at least 15 min.
