Update the encryption and decryption routines between StateCollectionTokensV2 and StateCollectionTokensV2::Encrypted as well as the parsing and serialization routines of StateCollectionTokensV2::Encrypted to support msize. Add a getter for msize and an isTextSearch function which checks if msize is set.
