It should be very useful to have a --noBalance kind of flag for mongos, so it will not even attempt to acquire a balancer lock.

Main usecases:

• reducing load on config servers in big setups with hundreds of mongoS nodes, explicitly allowing only subset of them to do balancing.
• diagnosing problems with balancer.
