Update Resmoke to allow configuration of different "old" binary version and FCV

      Currently resmoke automatically determines the FCV and old version to download for multiversion testing. It does this by looking at the list of all releases and finding the most recent "older" ones for the current git tag. The Straight-to-Eight team needs to be able to test with combined clusters containing much older versions of Mongo. This should be doable by allowing specifying which FCV and binary version to use at the resmoke command line.
