Remove large memory tags from build targets

      These are no longer needed after the latest EngFlow update to the action recommender, which will intelligently upgrade the action to run on a larger memory host if it has previously failed to run on a smaller memory host.

      This completely removes a very rough user-facing edge to the build system, since previously these compile actions would fail with an obscure warning and require manual user intervention.

      This also will greatly reduce cost, since it allows us to upgrade to a larger host on a per-action basis, instead of needing every single action in a given target to run on a larger host type.

      Lastly this allows us to remove the hydration builder from the required patch build, since it was only there to catch these sorts of errors in fission-enabled builds.
