The config server is not guaranteed to have a local copy of the config.system.sessions collection without the changes done under SERVER-105111. We need to update the add_remove_shard hook to look for the UUID in of the sessions collection in config.collections rather than locally on the config server in case the config server does not have a local copy of the collection.
