In SERVER-105344 we added the jstests/concurrency/fsm_workloads/timeseries/timeseries_create_indexes.js test, but we needed to tag it with `config_shard_incompatible` tag because the test timeout when executed in suites with config shard::

• concurrency_sharded_replication_with_balancer_and_config_transitions (failed exec)
• concurrency_sharded_replication_with_balancer_and_config_transitions_and_add_remove_shard (failed exec)

The goal of this ticket is to investigate the failure and remove the `config_shard_incompatible` tag from the test.
