The uploaded venv needs to not be over writeable, and we need to make sure the the system attempting to download a venv really can use that venv. In BF-36894 we saw a case where the venv downloaded was not the correct one and not the one that was made on the exact distro that the test was taking place on.

You can not safely re-use venv unless it is the exact same system configuration it was created on.
