The code from SERVER-104413 adds FTDC stats to the RateLimiter class. This implies all code doing rate limiting needs to enter the code path accumulating exempt operation stats.
This is a contrast from the current implementation, where the ingress admission controller skip the rate limiter when an operation is exempt.
