Randomly fail the setFCV command in FSM workloads

      drop_database_sharded_setFCV.js, random_ddl_crud_setFCV_operations.js, random_ddl_setFCV_operations.js, random_internal_transactions_setFCV_operations.js

      are all FSM workloads that test interactions with setFCV. However, there isn't much coverage of when FCV is in the transitional state. It would be nice if the FSM workload could randomly fail the setFCV command to get more coverage of this state.
