When the CMS reaches the end of a sealed log segment when replaying its log on startup (or as a standby), it connects to the next segment's consensus group and continues replaying its log from there until it is fully caught up. On startup CMS also needs to discover full log segment chain and replay from maybe a sealed segment up to the current open segment.
