Pull down the OSS LLVM Clang Toolchain for MacOS from s3 bucket

      Once SERVER-102731 has been completed, the next step is to pull down the OSS LLVM Clang toolchain from S3 bucket, just like how the DevProd build team has done for Linux toolchain. This will help us to have less dependency on the workstation.
