ReplCoordExtern is spamming server logs

      6 replicas per shard, 3 being hidden. This is a 12 shard cluster and it's seen on most shards hidden replicas.

      Upgrading mongo sharded clusters from v6.0.12 to v7.0.15 we're seeing logs being spammed with this particular message. They are causing issues with disk space on the hidden replicas and general logging pipelines in production environments. This was not an issue on v6.0.12.
