      CollMod command entry point for replicaset is currently contained in src/mongo/db/commands/dbcommands.cpp that is currently owned by @10gen/server-storage-engine-integration team.

      The goal of this ticket is to extract the command in its own file and assign ownership to the 10gen/server-catalog-and-routing-ddl team.
