Calculate the cost of rejection

      The cost of rejecting a request should be at most 10% of a point query. This will enable the server to still execute 90% of desired goodput even if offered 2x load. If this is made even cheaper (e.g. 1%), then the server could maintain 90% goodput even if offered 10x the expected load.

      We should attempt to calculate the cost of rejection once the project is complete to determine how much of extra load the server can handle without sacrificing goodput.
