      Based on changes requested in the SPM-4209 technical design, also rename the burstSize parameter for ingress connection establishment rate limiting for consistency between projects:

      ingressConnectionEstablishmentBurstCapacitySecs: double (default: DBL_MAX), Describes how many seconds worth of unutilized rate limit can be stored away for use during periods where the rate limit is temporarily exceeded.
