For the sake of building up some data to help us understand the potential of TSS, we need to have some data that we can dashboard off of.

For that purpose, we'd like to have resmoke call TSS (with the Flaky strategy which will soon be available once https://github.com/10gen/mms/pull/129088 is merged) but ignore the response.
      That will make sure that:
      1. Resmoke still runs all tests
      2. TSS will get the requests that would be getting to it in the future
      3. We can then compare what TSS suggested to what resmoke actually ran and collect stats

This call to TSS can be done as an async call without anything waiting for the reply, it can likely have a timeout.... Whatever you see fit to "protect" resmoke performance.
