In a patch, I hit an issue where the fsm runner is having issues connecting to a replica set from the connCache. It looks like perhaps the connCache's list of shards is stale due to the add/remove shard thread running in the background. We should investigate if this is the case and whether there is a way to run the add/remove shard thread with tests that use the connCache.
