Currently we occasionally time out because our thread is not yet tuned and our test is non-deterministic. Once a few of the changes (WT-14793, SERVER-102306, SERVER-106264) we will more consistent read of our thread metrics as well as when our thread will be able to kill transactions. Until then we want to skip this test so we don't cause noise in the pipeline (BF-38089)
