TimeseriesOpObserver handles details of timeseries collections (e.g. setting the extended range events and mixed schema flags, managing the bucket catalog...) in reaction to insert/update/drop events.

Currently both the namespace filter and its handlers are looking for a system.buckets collection, so the handlers never run for viewless timeseries.

Adapt it so viewless timeseries are taken into consideration.
