Make ReshardingOplogBatchPreparer add 'reshardProgressMark' oplog entries created after oplog application started to random writer vectors

      'reshardProgressMark' oplog entries do need to be applied but the ones created after oplog application started are used for calculating the average time to apply oplog entries. So if
      'reshardingRemainingTimeEstimateBasedOnMovingAverage' is enabled, add the oplog entry to a random writer.
