After upgrading the SLES 15 AMIs from SP4 to SP5, the FIPs tests began failing. Upon further investigation, this is happening because the libopenssl1_1-hmac package isn't installed on the specific SP5 AMI we are using since it doesn't have the necessary subscription.

Since SLES does normally support FIPS, we can simply disable the tests for now rather than trying to prevent FIPS-mode compilation altogether for that variant.
