In ~~SERVER-99355~~ we added

timeseriesBucketsMayHaveMixedSchemaData
timeseriesBucketingParametersHaveChanged

to the timeseries options stored in the global catalog. The goal of this ticket is to update CheckMetadataConsistency command to check that these options are consistent between the shard and the global catalog.
