For the plan stability golden tests, we need a way to populate the data and indexes and then pause the jstest so that the developer can connect with the console and debug a particular pipeline manually.

In order to provide a universal mechanism to do that, which can be used in other cases, we will create a library function that one can call after database population is complete and which will cause the test to block if a specific command-line option and/or environment variable has been set.
