Currently, it is not possible to run tests that issue an explain command in suites that perform stepdowns in background (e.g. replica_sets_kill_primary_jscore_passthrough).

If we try to do so, the test will fail because of this check. Due to this limitation, mostly all tests that use the explain command are tagged with `does_not_support_stepdowns`. I believe this constitutes a huge test coverage gap.

The goal of this ticket is to explore viable solution to make tests that use explain run in stepdown/kill  suites.
