Ingress request rate limiting is currently disabled by default. To ensure the rate limiting code path is exercised and to simplify performance/correctness testing, we should consider enabling it by default with an unlimited rate. We'll first want to quantify any performance regression that may be introduced by this before deciding to do so, however.
Once we enable it by default, we should remove the passthrough introduced in SERVER-106843 and the sys-perf buildvariant introduced in SERVER-106520.
