Handle config.system.indexBuilds with primary-driven index builds

      Two-phase index builds use the config.system.indexBuilds collection to keep track of commit quorum information, which doesn't apply for primary-driven index builds. So we ideally can just not use this collection, or at least we need to make sure the collection still always exists when it is expected to.
