Investigate how to make the TTL Monitor skip the config.system.sessions collection

The new configureBackgroundTask command will be used to enable/disable the TTL monitor. However, the config.system.sessions collection will be exempt from this disablement. This new behavior will not apply to the ttlMonitorEnabled server parameter.

      This ticket aims to investigate how we can achieve this behavior and assess its feasibility. To close this ticket, we expect either a draft PR or a comment with relevant code links and findings.
