SERVER-106851 created a library that's used for storing some metadata about a collection at the beginning of a request when we need to branch on information (isTimeseries, isViewlessTimeseries, etc) and for checking whether any of these conditions have changed beneath us when we go to actually acquire our collection.

However, although a lot of its metadata pertains to time-series collections, it is not exclusively a time-series concept and should be moved out of this namespace
