Improve the usability of the change stream mocks while developing the DocumentSourceHandleTopologyChangeV2 change stream stage.

Currently the ChangeStreamReaderBuilderMock cannot be used while developing the stage, because the mock has a .cpp file and linking the mock together with the non-test code fails.

Also, while developing the stage a mock for ChangeStreamShardTargeter would be helpful, so we should add one.
