While working on SPM-3716, we've found that many plan stages don't have unit tests associated with them and are adding very preliminary unit tests to stages that are modified. It would be good to have more exhaustive unit testing for the different plan stages (some examples of stages without unit testing or with newly added minimal unit testing are or, index_scan, merge_sort).
