Specifying non-empty collation to encrypted text search predicates does not fail

      Encrypted text search predicates can't support queries that specify a non-empty collation. Currently, query analysis does not error in this scenario. We need to error out in query analysis to block this workflow. 

       

      This is required for 8.2 to align with the release for prefix/suffix/substring support in FLE, and should be considered a regression, since other FLE operators do not support the non-empty collation when operating on text fields.
