`bazel build archive-extensions --shared_archive` archives the test extensions in the server for use later.

In order to run integration tests in Evergreen, it's necessary to have an archive of the test extensions to pull down from s3 and unpack, meaning that we should have a task that does the opposite: archive the extensions and push them to s3.
