Remove usage of sleepmicros from rate_limiting_bm

      The high usage of sleepmicros in the rate limiting benchmark has caused some issues on windows due to windows not having the same high frequency sleep mechanism that linux has. On further review of the BM, we don't really need to be sleeping at all during each iteration as we just intend to test the overhead of RateLimiter::handle().
