The IWYU tooling is missing and broken in the v5 toolchain. Trying to use alternate IWYU tooling failed as IWYU was not aware of certain gcc builtins. This may be due to missing flags, but it may also be resloved by building iwyu as part of are toolchain build, since during the toolchain build we link clang to gcc stdlibc++.
