Introduce new passthrough suites that triggers random requests to fail with SystemOverloaded and RetryableError. These suites should still pass, since the server should be resilient to transient load shedding.

The shell used in the jstest suites should be updated to retry such errors as well, though it doesn't need to backoff between the failures.
