SERVER-97201 added an FTDC metric to explicitly track the ReplicationCoordinator mutex acquisition time. This is to help figure out if we have mutex contention.

It would be nice to track the ReplicationCoordinator mutex acquisition time metric in our performance workloads and detect change points. Currently we track changes in replication lag, which may result from mutex contention, but we should track the mutex acquisition time directly.
