In this pr: https://github.com/10gen/mongo/pull/39143#discussion_r2255077524 we cannot separate out the suites by team and we should be able to do that similar to how we can separate js tests by team. We should also provide an example and move some of the owned suites around like https://github.com/10gen/mongo/pull/38680/files. Finally, we should change the ownership of `buildscripts/resmokeconfig/suites/OWNERS.yml` to be owned by correctness. No changes in this root folder should basically be approved after this.
