Investigate resharding with replication lag workload on all feature flag variant

      reshard_collection_replication_lag workload is currently not running in all feature flags variant in sys-perf project. This was due to resharding not entering critical section in multiple patches ran. patch1, patch2 and stuck in "applying" phase.

      We should investigate the reason for these failures and analyze what fixes if any need to be made to enable it.
