This hook should build off the interface introduced in SERVER-108980 and should be created and registered in the registry during mongod startup. In this initial introduction of the hook, it will only register, de-register, and drain ongoing operations (though draining will be incomplete without the ability to block new DDLs). In a future ticket, we will add in the actual check and block of DDL operations.
