Support "upgrading to downgrading" transition for 8.2 to 9.0 upgrade

      In SERVER-107829 we added support for the "upgrading to downgrading" transition for the existing upgrade paths:

      • lastLTS -> latest
      • lastContinuous -> latest

       

      For the new v8.2 -> v9.0 path we should also support the "upgrading to downgrading" transition to allow users to return to the original FCV (v8.2) if the upgrade to v9.0 fails.
