Improve tie-breaking heuristics observability

      1. Make sure that the final score after applying additional tie breaking heuristics (SPM-3316, SPM-3182) is displayed as "score" in "allPlansExecution" of explain output.
      2. add a boolean flag to explain when these tie breaker heuristics kick in, a sibling boolean to things like maxIndexedOrSolutionsReached (see SERVER-48625)
      3. Make sure that distinct scan tie breaking score is correctly displayed in the log line id 8027500.
