While investigating a search BF, I noticed that were multiple times mongot suites would run setup and teardown jobs on evergreen that ran no tests (example patch here where job7-job11 did not run any tests). We should not be scheduling setup and teardown jobs on evergreen if no tests will run. Based on a quick investigation the extra jobs seem only to be scheduled for the mongot_community_e2e_single_node task on AL2 x86 mongot integration tasks build variants.
