Skip assertion that analyzeShardKeyNumRanges matches value in TestData in analyze_shard_key.js if config fuzzer enabled

      SERVER-108280 made it so that we now can fuzz analyzeShardKeyNumRanges - analyze_shard_key.js asserts that the value of analyzeShardKeyNumRange on TestData is the same as the response of getParameter. Now that this can be fuzzed, this value can change during runtime.
