      In `FCV_AND_FEATURE_FLAG_README.md`聽we should update documentation about new phase `isCleaningServerMetadata` for the upgrading path, which is now common for both upgrades and downgrades, and thus, the logic for setting this flag to true has been moved out of `_runDowngrade` and placed before calls to `_runDowngrade` and `_runUpgrade`
