Here we added replica_set_ddl_tracker.h in the server_status_core bazel library to avoid a dependency cycle between server_status_core and shard_role_api. As part of this ticket, we need to clean the dependency graph and remove the replica_set_ddl_tracker.h from the server_status_core library's headers.
