Use sorter for primary-driven index builds

      With SERVER-109920, for now, primary-driven index builds do not use the sorter and instead just insert keys into the index as it scans the collection. Once SERVER-107044 is done, primary-driven index builds can use the sorter and insert the keys sequentially after the collection scan.
