Support test/hook data archival for remotely executed tests

      SERVER-110294 repaired the data file archival for locally run test actions, but will not work for remotely executed tests.

       

      My preferred solution is to securely bring credentials into the remotely executing action for the mongodatafiles bucket. We don't yet have a good mechanism to do this with EngFlow, and have a enhancement request with them.

       

      An alternative is to treat the hook/test data archives as test undeclared outputs, and then upload them from the Evergreen host. This is not ideal, as we could very easily run out of disk space.
