Create a streams-managed logger that is eventually able to perform file rotation and write a stream of logs to a file handle and is able to close the file when requested.

The logging utility should also support a configurable file rotation timer

We should also create STREAMS_LOG_* macros that call into the logging utility for a similar DX as LOGV2_* macros. Instead of supporting variadic args, we can support passing in an array of attributes as the last arg.
